Userpedia error

When I try to make an account on Userpedia it says "Account creation has been disabled. If you wish to make an account, contact an administrator in the Chatroom. " and when I go to the chatroom it says "Chatroom is disabled contact an administrator if you want the Chatroom to come back on." And I see no way of contacting the administrator. Help!
