Pokemon 20 Questions

SHINX, TEPIG & CHESPIN: BEST POKEMON EVER
Here's how this works:
It's 20 questions (but actually we'll use infinite; try to be under 20), but the thing will be one pokemon from ANY of the 5 generations. You can ask about types, move sets, where to find it, region, anything. I will be going first, and whoever guessed the pokemon will get to think of the next one. And so on.

The pokemon has been decided. BEGIN!

It can be found in tall grass
It can evolve
It does not have a pre-evolution
It's evolutionary line does not have 3 stages
It is not weak to grass type moves
It does not receive neutral damage from grass type moves
It is not resistant to water type moves
It does NOT receive neutral damage from Rock type attacks.
It is not weak to electric-type moves
It is not an ice type
It is not legendary
It cannot learn rock smash
It is not psychic type
It is dual-typed
It is not a dragon type
It cannot learn strength

RULES OF TWENTY QUESTIONS:

I (or whoever's thinking) will think of a pokemon. Then, you can guess true or false questions to try and find out that pokemon. Such as: Is it a water type? Is it from Gen 3? Can it learn flamethrower? Is it a starter? Does it have two types? Things like that. You narrow it down and eventually someone will guess the actual pokemon. Then they get to think of one. And so on and so forth.

*PRO TIP: Try and find out what generation and type it is first, and if it has multiple types. Also, don't guess the Pokemon so early. There's still about 500 or more possibilities left. You want to narrow it down first.

Actually, to be more specific, in it's own generation it was in every version. Past that, it wasn't in every game.

At least one type it has (although it may only have one) is weak to fire.

This does not have to mean the pokemon is weak to fire overall.
