It's pretty easy to burst jump as propeller knight dives/ bombs explode. You can also use Smoke Bomb/Berserker's Brew to eliminate knockback. But it still took me a while to figure out the setup to use to beat him.

You'll need to get to the 3rd set of levels to return there, but I don't know if it's possible to get past the guard. EDIT: I found out you can check if you have everything in a level by pressing select on the map screen. (for 3DS)
