Writing up an entire game system when you've not really experienced any TTRPGs is a pretty tall order. I don't know how advisable or possible that is, unless the system is very simple.

If you want to do some research, D&D 5th edition is a very streamlined and easy to pick up system that currently exists. If you can get your hands on a Player's Handbook and give it a read, and maybe look up some videos of people playing 5e online, that might help you out.

My goal is for it to be super simple and accessible to those who don't typically play ttrpg's. Thats why I'm asking for the basic rules, I'm talking about the absolute most bare bones description of how to play.

If you are just wanting the most basic rules of a TTRPG, you are in for a rough time. The most basic rules of a TTRPG are "roll the dice and if it breaks a certain threshold then you win" and "use your imagination".

You could play a TTRPG by just RPing and having someone roll a dice for everything they do and only succeeding if they roll above 10. The reason people are telling you to research other TTRPGs such as Dungeons and Dragons 5th Edition (which is already extremely accessible with basic reading comprehension and 10 mins of time), is because every TTRPG beyond that most basic of concepts works off of its own systems entirely with only some similarities to others. Everything from combat to skills to your basic stats function differently depending on the TTRPG and if you want to add Mario Party items as items, then you'd better figure out what a given system even defines an "item" as or how you use them.

It is much, much easier to borrow from other systems with even a cursory knowledge than to just build your system from nothing. You could just stick to the absolute barest minimum while adding Mario Party items but then you would just be playing Monopoly with roleplay and also sometimes you get to roll three dice while you have the triple mushroom.
