This will be a hot take but tracing art in general isn't bad to begin with, so long as you don't publish it when the work you're tracing isn't your own. Tracing can be a great way to study artwork.

It's also been used by animation professionals. Disney artists have retraced their own work all the time for animation.

Okay that's good because I stink at drawing digitally but am much better with paper.

Yeah, I can't see how anyone would see an issue in tracing over your traditional artwork to make it digital, a lot of mixed media artists do that.
