hey its me john shroom (no relation), you probably have to be a lot more specific because that's vague as all hell. do you want to make a romhack? what game? if you want to make an original fangame for the 3ds thats going to be quite difficult but a ROM editor won't help. you will probably need to learn to code in either case.
and if you want someone else to make you a romhack or an original game or anything then you're basically up shit creek without a paddle because that is almost certainly not going to happen
