This user kept asking to be promoted to patroller status on the wiki, plus he sent personal messages to random people (even those not involved with the wiki itself) asking them to vote in his proposals, which isn't allowed. He also wasn't the best at editing, but my previously mentioned points are more relevant for this user.
He eventually got blocked, but then he repeatedly sent emails to the wiki staff asking to be unblocked. He kept at it, and eventually he was indefinitely banned on the wiki and forums.

He also said he "kissed up to admins", asked them for "rewards" on dealing with vandals, and also solicited votes from other people!
He also said he wanted to (in order of when he mentioned them in his post):
*Move files (doing that will break pages you are intended/required to update)
*Gave out "random last warnings" to other users
*His proposals were "flimsily written for "critical wiki affairs"" and such they had to be cancelled.
*Also caused edit wars
*Also he abused his email (or PMs) requesting to be unbanned.
