I don't think the babies are cute, but I don't think they're ugly either. I don't think they're a waste of space, but I don't think their exclusion would have been a problem.
I really have a neutral feeling when it comes to the characters, because I only use 2 at most I could care less what the rest are. It's nice to have options but those options aren't necessary for me to enjoy the game so I just don't put much emphasis on the characters when I choose to play Mario Kart.
