At least this card is a powerful Level 4 with 2000 ATK, because effect monsters have drawback effects at that power and level (e.g. Panther Warrior's Tribute cost to attack, Jirai Gumo's coin flip punishment to the user, Chainsaw Insect letting opponent draw cards if it's involved in battle, Tardy Orc's inability to attack on the turn it's summoned).

Well it might've been more relevant in older YuGiOh but even if this was a real card, it wouldn't be a particularly good card, especially not without support for it.
