Bowser can't normally fly. He needs the Clown Car, added wings in SMM, or some sort of external power source.

Even when he doesn't, his battle arenas always have some sort of trait that Mario uses against him. I think he's just overconfident that he can beat Mario even with these disadvantages, he doesn't want the fight to be one-sided because that's boring.

What are you talking about Bowser is perfectly capable of ignoring gravity.
