Best program for making YTPMVs?

I have source footage to use, but I need to be able to change the note/key of the sound effects. Either Premiere can't do that or I just don't know how. Is there another program out there that I can get (preferably free or cheap) that has that ability, or can Premiere do it?

Can you at least type the whole thing out? I have no ----ing clue what a "YTPMV" is. Is it a YouTube Poop video?
