I think he's just a robe wearing shoes and a mask. Inside it... well, it's nothing. Not necessarily air, but it's like going inside a Goomba.
 
I think they're formal presidential candidates in hiding
 
If only we could ask Luigi. Remember that cutscene in one of the tennis games when Shy Guy's mask gets knocked off right in front of Luigi? That would have been so nice for us if the camera angle was facing the other way.
 
Probably just another mask. It's like hammerspace down there, there's an infinite amount of 'em.
